Can't get to secure sites

Every time I try to go to a secure site I get the "This
page can not be displayed" message. I belleve that my
security setting have been altered . I am using Explorer
6.0 as the browser. I have gotten the messsage that I am
not running ActiveX. Any help will be greatly appreciated.
