XP Home folder permission (2 parts)

I need desperate help!
1) I've got a folder on a sperate disk (NTFS) and i need
to stop other users accessing it!
2) I was given some commands from a friend (cacls) and
now I can't access the folder myself as admin. I've tried
to regain acess but with no luck. Help!
Any idea how I can fix 2 and achive 1?
