Boot the computer in Safe Mode and use the built-in Administrator account.
It will show up on the Welcome screen. Now, you'll see the Security tab in
Folder Properties. Once there you can reassign permissions to give your
account access as well. If needed, see Help and Support and search for
"take ownership"
