I have the same problem. All my folders and files are checked to read
only(you know, little checkbox on the file/folder properties page), but this
is true for ALL files on the "C" drive.
Ok, if it is NTFS files permissions, HOW does one change that?
As far as why it was brought to my/our attention is that the checkbox has a
check mark in it, and it is greyed out.

The is Read-Only, not Read Access.
The checkbox on folders does just what it says,
reset the attribute on contained files.
That checkbox does not mean that the attribute
is set on the folder, or contained files. Its normal
state is neither checked nor unchecked.
You likely have an issue with NTFS permissions,
rather than the read-only attribute.
Why did your attention turn to the Read-Only ?
