Whenever an attempt is made to connect, I get the following DCOM event
#10006: DCOM got error "Server execution failed " from the computer
10.10.1.54 when attempting to activate the server.
The IP address is the one for the SQL Server itself. James has had me
modify DCOM settings on the server to no avail. Again, it works only if the
user is in the Domain Admin group.

This works without any issues on Win9x, WinNT, and Win2K -- just not on
WinXP.

I have other VB apps that access SQL Server and they are not having these
issues. However, since I don't know how the application in questions
connects to the database, it may be using a different method. In my app, I
use a direct SQL connection to the server.
