XPHome Security on Internet

I am running XP Home edition on a DSL connection. I connect
to the internet, I can recieve mail On Netscape and Browse
the internet with Netscape. Internet Explorer won't so a
page but says my secuity settings may be off and go to my
control panel to check them. Outlook Express won't
downloadany mail from the newsgroups any mor just the
headers. I am using ZoneAlarm 3.0 Firewall on a medium
setting.I can't logon to any secure sites my browsers come
back with connection refused. My ISP says this is a problem
with XP and doesn't have answer. Can anyone Help?
