Open file warning at shutdown

We are replacing an old Windows 95 peer-to-peer network
with new XP-Home machines.

On the old system, whenever anyone shut down, they received
a warning if other users had open files on their machine.

Now under XP, there is NO warning if some other user has
open files.

I know that the user can check under under the managerment
program for open files, but most users forget to do it.

Is there a utility that will automatically warn a user when
they shut down that someone has open files on their computer?
