Read only folders and files

I have XP Home edition (from Dell) - all my folders and
files are 'read only' and I cannot get a CD-RW to work
because of this (all the files on the re-write are saving
as "read only" - I don't want or need my document files to
be 'read only' how do I change them all - do I need to re-
install Windows XP - I am fairly computer literate, not
much with the "inner workings". Thanks
