I've always thought that you would need XP Pro to do
this, maybe with the CACLS command you don't... XP Pro
gives you a security tab on the properties of your
folders so that you can change the NTFS properties.

CACLS is a DOS command. To use it get a command window
open by going to start > run and typing cmd. Maximize
then type CACLS. It'll give instructions on how to use
it. It's a lot like the attrib command. If you don't know
how to use DOS, you'll be lost here; find someone who
does.
