Administraor's Administrator Privileges failed

Good Day,
I received an error reading "Adding the printer Driver failed. Please
Make
sure you have Administrator Privileges" after attempting to install
Paperport 8 (or 9 now)in the default ADMIN Mode and Owners
mode with ADMIN privileges. I just wanted to know if anyone knew of
some
places I could check to see why any software would ask to make sure
that I
have Administrator Privileges when I am the Administrator & how to
correct
it. I have already right clicked and selected the security tab to
check my setting and I have all control under admin and my login name.
I already tried:
1. Click Start, click Run, type "msconfig" (without the quotation
marks) in the Open box, and then click OK.
2. On the General tab, click Selective Startup, and then clear the
check mark from Load Startup Items.
3. Select the Services tab, place a check mark from Hide All Microsoft
Services.
4. Clear the check mark from the left services.
5. Click OK, and then click Restart to restart your computer.
6. Install Paperport.
but no luck, please help. . . any programs I should look into that
can make this process easier in the future would be helpful.
