Open up the Documents and Settings folder. Do you see the All Users
subfolder? Expand it out to find the Start Menu. Copy any icons for
programs you want all users to have access to into there (create
subfolders under Programs etc.) Be aware that not all programs are
written to work with multiple users or for limited users so they may
not all work.
