Download and use the Windows Application Compatibility
Toolkit. You must be administrator to use this tool.
Build the compatibility fix with the tool, it's pretty
easy for most things. Once that is done, you have a
database file that should be saved on a folder accesable
by all your XP workastations.

To install you have to have administrator rights. If
your users do, you can add a script/batch file to their
login:

sdbinst \\servername\foldername\database.sdb

It will add a registry entry with the settings for
everytime you run that program.

I am not sure of a way to distribute without have admin
rights. I would be interested in that information if you
have it.
