That is the design, all acounts equally affected.
There are four alternatives.
1. direct manipulation via the registry
2. apply via policy to all accounts except one or a
few that are exempted by being denied full control
on system32\GroupPolicy (with this needing to be
removed in order to modify the policy settings)
3. adapt from directions in
http://support.microsoft.com/?id=293655
4. third-party products (which essentially do 1)
