Cant boot w/USB external hard drive

when i try to boot XP pro with an external hard drive
plugged into the USB port it freezes right at start up.
When I plug it in after it boots the external drive works
fine as a back up for my files. This has happened with 2
different brands now. Is it something in the bios that i
am not seeing? I need to be able to leave the external
drive plugged in all the time.
