Unable to log you on because your account has been locked out,

Using XP Pro (not Networked)

Deleted NET.passport passwords in System tools in
security.
Went to logon and the following message

Unable to log you on because your account has been locked
out, please contact your administrator.

Reboot brought up admin logon. Admin Login is not going
through,
Tried to format reinstall will not allow to reformat.
Any suggestions on
One, getting around the Admin password
Two, reformatting
Three, any other solutions

Appreciate any assistance
