If you look into Documents and Settings you will see
some directories with the names that accounts had when
they first logged in, and also directories named Default
and All Users.

If you look into the Start Menu Programs in the profile
for your account you will likely see the launchers for the
applications that only your account has available. If you
look into the similar places in All Users you will see those
for applications that show in all accounts. What you need
to do is to copy these from your profile to the similar spot
in the All Users profile and then delete the ones that were
copied. Do not move these, copy them so that the NTFS
permissions will be correctly set in the copying.

Locations within the profiles you may want to check
desktop
start menu
start menu\programs
start menu\programs\startup
