Norton AntiVirus Autoprotect disabled on startup: file "PROGRAM" created

For about a month, whenever I reboot my computer, Norton AntiVirus
Autoprotect is disabled and a file called PROGRAM which is about 40 bytes is
created on my C:\ directory. I run NAV version 8.07 and my virus
definitions are up-to-date as of about a week ago and have been updated
twice since the problem began. As far as I can tell, the file doesn't do
anything and doesn't appear to have a three-digit extension. I've run NAV
while the file was on my C:\ directory and Norton didn't pick it up as a
virus or worm. I first noticed it happening about three weeks ago.
Normally I run a full system scan early Saturday morning then reboot the
computer and this time when I did so, I got a warning that there was a file
called PROGRAM on C:\ that might cause problems for some programs and asking
me to rename it. I did, then deleted it. I also noted that NAV Autoprotect
had been disabled. The following week, the same thing happened.

The only thing I can discern that changed just before this started was that
I installed Guard-IE into Internet Explorer which seems to have coincided
with the time this all started. I've searched their pages and Symantec's
pages and haven't found any warnings about compatibility. Usually Guard-IE
only runs when IE is open and shuts down otherwise and it gnerally isn't
running when I reboot.

My computer is a Dell 4500S running WinXP 2002 SP1. I have a DSL modem
hooked up with the XP firewall running.

I read over some of the virus alerts at Symantec and checked to see if the
registry had any bad entries, but couldn't find any that corresponded with
known viruses or worms. Has anyone else run across this particular problem?
Right now, it's more of an annoyance than anything else, but if there's a
risk of being infected, I'd like to deal with it sooner rather than later.
