What are you want to look at is NTFS file permissions.
You can set access to files, folders, entire drivers in varying degrees
such as

+ imposing user quotas
+ restricting data, it full access, read only, write etc, total denying.

The drive you want to impose such security on MUST be formatted using NTFS
file system.

Also to gain access to these settings, go into MY COMPUTER, click Tools,
Folder Options, click the view tab, and UNCHECK "use simple filesharing".
This actually now allows you to right click on a drive, folder, file,
select properties and edit their security programs (do that under
administrator if the "user" is not the owner of the file)
