how to restrict or deny hard drive(s) access for guest's/user's accounts

i am using wxp pro.

i am setting up user passworded accounts and 1 guest
account on one machine. this i managed to do successfully.
what i want to do next is to limit, restrict or
prefereably deny user and guest accounts access to one or
more hard drives (not even to read). failing that, i want
to deny user and guest accounts access to certain folders
accross different hard drives (not even to read).
preferably straight denial, much less ideal would be to
use password protect. all hard drives are internal fixed
hdd's. i understand that currently each user can only
access his or her own document folder in the c: drive. i
want to go further so that only me as the administrator
can access these other drives and folders within them
while user and guest accounts could not. can this be done?

i also want to limit what application certain users can
use and what application a guest can use. is this
possible? if it is, how?
