Can not change Local Password Policy minimum password length policy.

Hi,

We have 20 laptops that have been imaged from the supplier
with Windows XP with SP1. When configuring the local
policies for each laptop we have noticed that we can not
change the "Minimum Password Length" policy under Account
Policies\Password Policy.

When the policy is double clicked the number of characters
box is greyed out, even though I am logged in as the local
administrator or the domain administrator.

Re-applying SP1 has not changed this problem.

I have compared the policys from a laptop that works and one that doesn't
and can't find any difference.

Any ideas?
