It should be that straightforward. However, watch out for permission
issues. Things in the All Users Programs and Start Menu should have
sufficient permissions granted to the Users group. You can make sure of
this by always copying things into the All Users profile and never moving
them into there.
Once in All Users you should immediately see the change when you next
access the Start menu in taskbar.
