sharing a specific folder with just one person on a network

How do I set-up my files or C:drive to be shared with
just one other computer on my network of 12 computers. I
tried to go to properties and the security tabs etc. but
every route i try, when i try to browse to select the
computer i want, it does not show the network choices.
