Prevent limited users from Shutting Down when other users are logged on

I wondered if it was possible to prevent limited users from Shutting Down
when other users are logged on? I'd prefer my kids to hibernate and not lose
my data! ;o)

I'm using Home Edition so "Local Security Policy" is unavailable. MMC won't
let me add it as a snap in, comes up with an error saying its not allowed in
Home Edition.

Any ideas?
