Start programs files empty...take 2!

Hi,
Ive been having problems seting up some workstations with
Xp Pro. They need to join an Nt network. When i do
initial setup, I install all progs as admin of the local
machine. Then when i finish, i join the computer to the
domain. Then no matter who log's in, the start/programs
menu is always empty. Ive tried coying the profile and
giving everyone rights on it, but still no luck. Even
local admin looses all once on domain. If i manually look
in every users C:\Documents and Settings start up menu, i
can see all the programs there, but not available in
start menu bar!!
Any help on this, it would be greatly appreciated. I have
300 98 / Nt and 2000 stations that have no probs, now we
are rolling out Xp.
