i am denied access to system folders. !please help!

i am running windows xp pro. i changed a setting in
control panel/administrative tools/local security policy
and or computer management. i cant open any folders
anywhere my computer anymore. the message reads: windows
cannot open this program because it has been prevented by
a software restriction policy, for more information
contact your system administrator. i am the system
administrator. please help me regain access to my
folders, system tools and programs.
