Secure files on password protected accounts

Yes. You did mis-understand. Windows does not prevent you
from accessing any files on your computer. It only prevents
you from changing or deleting them. If you want better
security than that, you need aditional software. Under no
circumstances should you pay for it, however. I'm sure
there is something you can get for free (legally) that will
accomodate your needs.
