Secure files on password protected accounts

I understood that a limited access account would not be
able to access the files from another account if they
were password protected. I created two accounts and each
one uses a password. However, if I open the windows
explorer I can see all of the files from all of the
accounts from either account. Nothing is off limits at
least for viewing. There are some protection against
changing or creating files in the others account.

Did misunderstand something or is there something else
that has to happen?
