Well, you do have something strange happening as this
should not prevent you from formatting the partition.
First, scan your system for viri/malware with a couple
good scanners, as some things have been planting in
the local sys vol dirs. Also, go into the System Restore
tab in Properties of My Computer and shut it off for
that partition just in case it actually is Windows that is
preventing you from formatting (not likely).
