Security issues aside there is always the telnet server that is built in to
Windows 2000 Server.
If there is concern over passwords being "sniffed' during initiation of a
telnet session, there are serveral versions of SSH for Windows. For
example: http://www.ssh.com/products/security/secureshellwinserver/
