Your user is probably an Administrator account. (Check User Accounts
in the Control Panel).
You can create and modify accounts there also.
To get to the Administrator account, reboot to Safe Mode, select
Administrator.
You normally don't need to use that Administrator for anything.
An Administrator account in normal mode can do anything.
