I don't think so - the Master File Table is a whole different problem than
any ordinary file.
Most (if not all) defraggers can't handle it.
The usual suggested solution to a fragmented MFT is to backup the system,
reformat the drive and restore the system.

Do a web search for "defragment mft" and you'll get a sense of the challenge
involved.
