READ ONLY TAB STAYS ON

I AM LOGGED ON MY COMPUTER AS ADMINISTRATOR.
ANY FOLDER I CHECK THE PROPERTIES ON IS CHECKED AS READ
ONLY. I UNCHECK THE READ ONLY BOX AND HIT APPLY, BUT WHEN
I RETURN TO PROPERTIES, ITS CHECKED AGAIN!

THE FOLDER ACTS AS IF IT IS READ/WRITE, I CAN ADD FILES TO
IT AND EVERYTHING, BUT I THINK ITS HOSING UP A PROGRAM
THAT NEEDS READ/WRITE ACCESS AND SEES THAT THE FOLDER IS
SET AS READ ONLY..
