Outlook express attachments

I am giving this one more try then it's goodbye Outlook.
Can anyone help me remove the restriction to open
attachements with outlook. I have gone to "options"
then "security" and tried to remove the check mark that
prevents me from opening attachemnts but it will not allow
me to do it. What can be done short of doing a complete
system restore as a friend suggested I do.
I know from reading the newsgroup that I am not alone with
this annoying problem.

Please someone help
