I believe there is a KB article on this, released at time of
the SP and adminpak releases.

If you install XP SP1 on a system with beta or RC1 adminpak
you cannot install RC2 adminpak directly. To do so you must
first remove XP SP1, then remove the old adminpak. Now you
may apply service to XP (SP 1 and subsequent) and then the
RC2 adminpak.
