ICS control bandwidth?

Hi I have a small network in my flat, I built a computer running xp as a
router which is connected to my cable modem. There are three computers that
connect to the router. The problem I have is that I share my connection with
two flatmates. They have become bandwidth hogs and are downloading music and
apps during the day. I built the router so that we could download these things
whilst we are all at work and so we can share the bandwidth during the time
after hours. Is there an application that shares out the bandwidth equally? I
really don't want to go about installing other NAT or proxy programmes and
would like to continue using ICS.
