He needs to be NTFS (Which Windows XP Home can be) and also can only
make folders Private only in his own profile:

He should also password protect the Safe Mode Administrator as well as
strongly control and password all Administrator accounts.
Any Administrator has access to all his files.
Any Administrator can do and undo anything any Administrator can do.
Depending on what he is doing, this should be enough and EFS with
Windows XP Pro may be to much.
