It that situation your best option may be from using
group policy which has many options to reduce the
available functionality. However, outside of a domain
group policy impacts all accounts, admins included.
To get around this, set a Deny of Full control on the
directory Windows\system32\GroupPolicy for the
Administrators. Remove the deny while editing
policy and remember to put it back on when done
editing. That way admins will not be subject to the
restrictions but all other accounts will be.
