If you are using FAT then it is likely the registry that is
preventing the components to install.
The best solution is to push the needed components
down from the domain.
The next solution is to give the users (or better just some
of them via a custom group or perhaps use Power Users)
the permissions on the registry area, likely in Classes_Root
