lost my local policies

I got xp pro with a new computer and lost my local policies somehow.
so I reinstralled the os, (went and got new activation from microsoft)
but no local policies reappeared. when I try to use the snap in it
fails saying failed to initialize. Can someone tell me how to get
them installed without reformatting my hard disk and going through
activation again. The xp machine is a client on a home network.
win98se computer connects it to the net. ics is program used for net
connection. But if there is a better way to get security effective I
would be thanksful
