Install programs as administrator

I am the administrator of a computer running XP Pro.
There are 2 limited users also on the computer. How can I
install programs as an administrator and then have the
desktop icons and start menu items appear on the limited
user accounts? I have installed the programs and have
unchecked simple file sharing in folders. I have added
the users to the security tab under properties of the
program but am not able to figure out how to make the
desktop icons and start menu items appear for the limited
users. There has to be some way to do this since I don't
know their passwords and don't want to and would not
expect them to want me to be able to log on to their
accounts. They are able to view the programs in Windows
Explorer and start them from their but what if someone was
incapable to doing something like that and you wanted to
put the icons on the desktop! All help is appreciated.
