Recycle Bin deletes Windows

Can anyone tell me why when I try to empty the recycle
bin I am asked if i'd like to delete 'windows'? This
just started happening and I can reboot and get rid of it
for a while, but it does come back. I have Norton
Antivirus it is current and says that my hard drive is
free of viruses.
I'm not sure if this system notifies me if I get a reply,
but could you reply to me directly at jriley@techie.com.
