Create a shortcut in Administrative Tools with the
following in the target field:

%SystemRoot%\system32\secpol.msc /s
Put the folowing in the start in field:
===================================
%HOMEDRIVE%%HOMEPATH%
The icon is located at the following location and it is
the icon on top row left that shows a tower CPU with a
padlock on it.
===================================
%SystemRoot%\system32\wsecedit.dll
Name the shortcut "Local Security Policy". That should
get your Local Policy Editor back where it should be.
