Local security policy

can someone please tell me how to get my local security
policy in Administrative tools there is no such setting,
the only setting I have are (component services,computer
management,Data sources(ODBC)Event viewer,Microsoft.NT
framework configuration,Microsoft.NTframework,performance
and services I'm running windows xp home workgroup,Also
I'm trying to reset my security setting
with "secedit.exe" but went i enter it at a cmd promt
press enter it tell me that Secedit is not recognized as
an operable program or batc file. Would really
appreciated if someone could help me Thanks<.
