Command Prompt disabled

WinXP Pro Current updates installed
I've run into an error message as follows: "The command
prompt has been disabled by your administrator." I have
looked through most of the admin panels but cannot find
the policy which controls this. Can anyone help? I am
the sole owner/operator/administrator with no networking
so I don't know where this limitation came from. Thanks
for any help.
