Apply local policies

I found the Knowledge Base article 293655 on HOW TO:
Apply Local Policies to all Users Except Administrators
on Windows 2000 in a Workgroup setting.

My question is: will these same steps work for Windows
XP Professional local policies? I've been asked to shut
down access to all but a limited number of applications
and WinXP components on some workstations but I'm having
difficulty denying access to the User group without also
having the restictions apply to the Administrator.
