If the profiles have not been made private then
you can drag and drop at will between the .\Start Menu
(and .\desktop) folders within the profiles located under
Documents and Settings. Always use Copy when doing
this (and then if needed delete the copied-from) rather
than using Move.

The .\All Users will be available to every account.
The .\<username> are only available to the account that
was originally named <username>
So, you want to move things in or out of All Users and
if the individual accounts have private profiles, then
copy them to a neutral area like a c:\temp that you define
and have the account owner copy them into their profile
when they are logged in.
