I do not quite see how that answers the sudden
appearance of this issue with multiple symptoms:
   norton system tray icon disappears from tray
   control panel applets fail
   taskmanager closes immediately on opening

Sounds like a virus has ahold of the system.
Perhaps a second opinion from a couple other
antivirus softwares is in order.
