Unable to Access file from previously installed version of XP

I had a txt File with alot of important information inside
it. So I decided to Ecrypt this file etc, My window
installation had to be redone before I could access and
decrypt this file. Now When I try to do anything with the
file I get error message access denied, I tried changing
the owners, and messing around with Cipher.exe. I'm in
desperate need of help, I really need to get into that
text file
