Can't get Windows XP to supply the Welcome window

I have a new computer with Windows XP Professional. When
I go to Start> Settings> Control Panel> User Accounts>
Change the way users log on or off> and then check "Use
the Welcome Sceen", it fails to take effect. Logging on
occurs without the welcome screen. How to fix?
