"Properties" Context disabled... sorta

Suddenly last night, Context (right-clicking) menus do
not allow access to Properties, in some cases. Access is
allowed for Drives & for individual files. But, if I
right-click on a folder/subdirectory, I cannot chose
Properties... nothing happens when I do. Not even if I
click on "Security and Sharing..." The Drives are
shared, obviously, but it doesn't matter whether the
folder is shared, owned, compacted or not.
I'm admin on a standalone pc & the only group policies
are:
Disable active desktop
DNS servers
Don't display Getting Started welcome screen @ startup
Century interpretation for Year 2000
Other things are happening, too (like System Restore
prob), but I asked about that in another newsgroup.
Any idea why the selective context menus is happening &
how to correct this?
